PPACT

CONTEXT

Public contracts add up to 14% of the European GDP, but performance of SMEs is relatively poor.

 Which are the barriers SMEs are facing?

•Insufficient access to information about opportunities.

•“Buy local” preferences.

•Unclear requirements.

•Lack of knowledge about procurement procedures.

•Limited tendering skills and experience.

•Lack of international contacts.

•Lack of business cooperative culture.

 WHAT IS PPACT?

PPACT objective is to improve SMEs participation in tenders, especially across borders, through actions of intermediate organizations (BSOs) supporting SMEs participation in public procurement.

 PPACT measures to tackle the existent barriers to cross-border tendering:

•Provide more and better information.

•Provide more and better support.

•Provide cross-border partnering services.

WHAT ARE WE LOOKING FOR?

Innovative SMEs that have transferable products or services to sell/offer to the public sector, in particular to the Smart City strategic areas such as transport, energy, waste management, water, housing and assisted living, among others.
